1970年4月26日，《建立世界知識(shí)產(chǎn)權(quán)組織公約》正式生效，世界知識(shí)產(chǎn)權(quán)組織這一致力于保護(hù)知識(shí)產(chǎn)權(quán)的政府間國(guó)際組織正式成立。2000年10月，世界知識(shí)產(chǎn)權(quán)組織決定，從2001年起將每年的4月26日定為“世界知識(shí)產(chǎn)權(quán)日”，旨在世界范圍內(nèi)樹(shù)立尊重知識(shí)、崇尚科學(xué)和保護(hù)知識(shí)產(chǎn)權(quán)的意識(shí)，營(yíng)造鼓勵(lì)知識(shí)創(chuàng)新和保護(hù)知識(shí)產(chǎn)權(quán)的法律環(huán)境。
2013年世界知識(shí)產(chǎn)權(quán)日來(lái)臨之際，世界知識(shí)產(chǎn)權(quán)組織總干事弗朗西斯·高銳在致辭中指出：“我要對(duì)下一代說(shuō)的就是：不斷創(chuàng)造，不斷創(chuàng)新。同時(shí)還要不斷思考，在未來(lái)對(duì)創(chuàng)造和創(chuàng)新的社會(huì)管理中，知識(shí)產(chǎn)權(quán)應(yīng)當(dāng)如何完成其使命”。
每年的“世界知識(shí)產(chǎn)權(quán)日”都有一個(gè)主題：2012年的主題是“天才創(chuàng)新家”。世界知識(shí)產(chǎn)權(quán)日來(lái)臨之際，世界知識(shí)產(chǎn)權(quán)組織總干事弗朗西斯·高銳在致辭中指出，我們的發(fā)展離不開(kāi)創(chuàng)新，沒(méi)有創(chuàng)新，作為人類，我們就將原地踏步。
